(COPY of letter to W. H. Arnold Sr. with reference to establishment of State line between Arkansas and Texas in 1841).

With reference to the true line which marks the boundary between Oklahoma and Arkansas on the one side and Texas on the other, the treaty between Spain and the United States and between United States and the Republic of Mexico, and the United States and the Republic of Texas, have been interpreted and defined by three decisions of the Supreme Court of the United States. In 1895 in the case of United States vs. State of Texas, 162 U. S. 1-90. In 1821 State of Oklahoma vs. State of Texas, 258 U. S., 574-602, 66 L. ed., 771. In the year 1920, State of Oklahoma vs. State of Texas, 256 U. S. 70-93, 65 L. ed. 831.

At page 832 of 65 L. ed. of the decision of 1920, above mentioned, it appears that the following treaties were made:

"By the third article of a treaty concluded February 22, 1819, and ratified and proclaimed February 19, 1821 (8 Stat. at L. 252), between the United States of America and the King of Spain, who had sovereignty over the territory now known as Texas, but then a part of Mexico, the boundary line between two countries, where formed by the Red River, was established as following the south bank of that stream; that after Mexico had become independent, and on January 12, 1828, a treaty was concluded, and on April 5, 1832, ratified and proclaimed, between the United States
